Responsibilities

As the Manager of International Trade and Compliance at Corporate Headquarters, you serve as a as a top-level expert for General Dynamics’ export and import compliance activities across corporate headquarters and business units in the U.S. and international locations. Focus is placed on the export licensing process to ensure license applications are in compliance with relevant laws, regulations, guidelines and policies and to resolve issues that arise in the review/approval process. This includes close coordination with business unit trade licensing professionals and the U.S. Department of State, U.S. Department of Commerce and U.S. Department of Defense.

 

Responsibilities:

  • Act as Empowered Official pursuant to 22 CFR 120.67 of the International Traffic in Arms Regulations (ITAR).
  • Provide clarification and guidance on relevant corporate policies.
  • Administer and maintain the corporate export licensing database, OCR EASE.
  • Evaluate and manage the review and submission of incoming business unit applications for export licenses, agreements, and other authorizations ensuring compliance with ITAR and Export Administration Regulations (EAR).
  • Serve as a primary liaison between business units and relevant U.S. government agencies regarding submitted applications and resolve issues in the adjudication process.
  • Provide guidance to business units on commodity jurisdiction, product classification, and technology transfer requirements.
  • Support the business units on development and implementation of effective licensing strategies related to commodity jurisdiction/product classification, technology transfers, business development efforts, program execution, and product fielding support.
  • Identify potential export policy or compliance issues and report them to the Staff Vice President for resolution.
  • Support initiatives for process improvements related to corporate trade compliance policy, program and processes.
  • Monitor and communicate updates to export/import laws and regulations, ensuring business unit compliance.
  • Assist business units to ensure compliant license/agreement execution to include the submission of the necessary reports and records.
  • Conduct training sessions on export control regulations and corporate compliance policies for employees.
  • Support internal audits and risk assessments, reviewing reports for senior management and auditors.
  • Support Staff Vice President in development and execution of Corporate’s annual compliance conference.
  • Assist in document and record preparation including procedural templates, training and communications resources and reports such as internal reports to senior management, Business Units and auditors, as well as reports to U.S. and non-U.S. Governments.
  • Performs other duties as assigned.

Qualifications

Education & Training Requirements:

  • Bachelor’s degree or equivalent years of experience required.
  • Demonstrated knowledge of the ITAR and EAR required.
  • Knowledge of FCPA, Bureau of Alcohol Tobacco, Firearms and Explosives, Customs, Census regulations desired.
  • Knowledge of Foreign Military Sales and government contracting a plus.
  • Law Degree, a plus

Experience Requirements:

  • A minimum of six (6) years demonstrated experience in export/import compliance/licensing.
  • Experience using export U.S. government automation tools such as DECCS, ELISA, and SNAP-R.
  • Experience using OCR EASE required.
  • Experience in export/import licensing at the business unit/division and/or program level a plus.

Other Requirements:

  • Must have or be able to obtain U.S. security clearance.
  • Must have ability to travel to U.S. and foreign locations.
  • Must possess excellent verbal and written communication skills and ability to communicate with senior executives across the Corporation.
  • Must be able to work independently with minimal supervision.
  • Ability to manage multiple projects and produce quality results under tight deadlines.
  • Must be willing to work in the CHQ office Monday through Friday during regular business hours and in emergency situations as needed.

Salary Note:

Base salary range: $135,000 to $170,000 per year (good‑faith estimate for this role at the time of posting). Final offer within this range will depend on job‑related factors such as skills, experience, and market conditions.
