Responsibilities

Summary:

We are looking for an independent self-starter who is a strong multitasker and a resourceful results-oriented thinker.  As a Benefits Manager in our corporate headquarters, you will have ownership and exposure to a diverse portfolio of benefits.  In this role, your daily activities will include independent project management; research and investigation in search of unique solutions to benefit issues/requests; and you will serve as a subject matter expert to General Dynamics business units.   The Benefits Manager will supervise a team that provides critical analytical and technical support in the implementation, administration, compliance, and delivery of General Dynamics’ benefit programs. 

 

Responsibilities:      

  • Manage benefits administration providers (e.g., benefit administrator, welfare broker, welfare carriers/vendors) to ensure employee health and welfare benefit programs are administered in accordance with the plan documents and applicable regulations.
  • Lead projects to integrate new employee populations into our benefit plans, as required.
  • Research participant inquires/data issues and provide timely responses and resolutions to business units, employees, third-party vendors and record keeper. Analyze data and various plan rules to determine appropriate resolution to non-routine situations.
  • Provide oversight for various audit requests to ensure appropriate follow-up and resolution by deadlines. Audits include employee benefit plan audits, DOL or other governmental audits.
  • Effectively manage multiple, complex projects and deadlines, while maintaining a close working relationship with business units, internal GD teams, outsourced providers, and third-party vendors to ensure a high degree of customer satisfaction and superior benefit administration. Projects may be annual or ad hoc in nature. Typical projects include, annual enrollment, compliance filings, RFI/RFP, summary plan description (SPD) updates, among others.  
  • Utilize PeopleSoft and other databases to produce detailed analyses and reports around plan data, employee participation, eligibility criteria and other metrics.
  • Work closely with business units, benefits administrator, and third-party vendors to implement benefit changes.
  • Oversee retiree benefit programs, research and resolve escalated benefit administration issues and provide support with the annual valuation process.
  • Responsible for Corporate employees’ new hire benefits orientation, leave administration, questions, etc.
  • Develop presentations for management as needed.
  • Create or review written materials and memos to be used in employee communications and regulatory mailings.
  • Continuously review existing processes to determine areas for improvement in delivery, effectiveness, and cost of benefit administration. Monitor administrative costs and recommend cost containment strategies.
  • Participate in special benefit related projects as assigned.

Qualifications

Education and Certifications:
• BS/BA degree in Business Administration or related discipline or equivalent combination of education and experience to successfully perform the functions of the job.
• Certified Employee Benefits Specialist (CEBS), SHRM-CP/SCP, S/PHR or other benefits-related certifications preferred.

 

Experience:
• Minimum 8 years of experience leading cross-functional teams to deliver on project objectives.
• Experience in benefit administration outsourced environment, either as the client or the provider, is preferred.

 

Other Requirements:
• Working knowledge of employee benefit plans and compliance with ERISA, HIPAA, COBRA, FLSA, IRS, and similar related federal, state and local legislation governing employee benefit plans. Ability to keep abreast of changing rules and advise management on potential strategies and solutions.
• Must possess excellent verbal and written communication skills and the ability to deal effectively with people at all levels including C-level executives.
• Excellent attention to detail, analytical reasoning and problem-solving skills with a willingness to do what it takes to get the job done while having a continuous improvement approach mindset.
• Strong organizational skills with the ability to prioritize and manage multiple tasks simultaneously while adapting to changing priorities in a faced paced deadline-oriented environment.
• Must possess professionalism, discretion, and good judgment. Able to confidentially maintain personal information. Understands and respects the sensitive nature of information and manages this responsibility to ensure issues are handled discreetly, effectively and efficiently.
• Demonstrated interpersonal and customer service skills with a track record of excellent team-oriented project experience.
• Able to work with little direction and manage a team to lead several complex projects successfully and simultaneously while meeting deadlines.
• Ability to work independently with outsourced providers and related third-party vendors.
• Must be fully proficient in MS Office Suite, including Outlook, Word, Excel, and PowerPoint.
